1Woe, spoiler, and you not spoiled; and treacherous one, and they dealt not treacherously with him! When you finish spoiling you shall be spoiled; when you cease to deal treacherously they shall deal treacherously with you.
2YHWH, be gracious to us; for you we have waited; be their arm in the mornings, also our salvation (yeshuah) in the time of trouble.
3From the noise of the tumult the peoples have fled; from your exalting yourself the nations are scattered.
4And your spoil shall be gathered as the gathering of the caterpillar; as the running of locusts one runs upon it.
5YHWH is exalted, for he dwells on high; he has filled Zion with judgment (mishpat) and righteousness.
6And there shall be the faithfulness of your times, a store of salvations (yeshuah), wisdom and knowledge; the fear of YHWH—it is his treasure.
7Behold, their valiant ones cry outside; the messengers of peace weep bitterly.
8The highways are desolate, the wayfarer has shabbatted; he has broken the covenant (berit), he has despised cities, he regards not man.
9The land mourns, it languishes; Lebanon is ashamed, it withers; Sharon is become as the Arabah; and Bashan and Carmel are shaken bare.
10Now I will arise, says YHWH; now I will be exalted, now I will lift myself up.
11You conceive dry grass, you bring forth stubble; your spirit (ruach) is a fire that shall devour you.
12And the peoples shall be as the burnings of lime, as thorns cut down that in the fire are kindled.
13Hear, you who are far off, what I have done; and know, you who are near, my might.
14The sinners in Zion are afraid; trembling has seized the profane: "Who among us shall sojourn with the devouring fire? Who among us shall sojourn with everlasting burnings?"
15He who walks in righteousness and speaks uprightly, who despises the gain of oppressions, who shakes his hands from holding a bribe, who stops his ear from hearing of bloodshed, and shuts his eyes from looking upon evil—
16He shall dwell on the heights; the strongholds of rocks are his refuge; his bread is given, his waters are sure.
17The king in his beauty your eyes shall behold; they shall see a land far off.
18Your heart shall meditate on terror: "Where is the scribe? Where is the weigher? Where is he who counts the towers?"
19The fierce people you shall not see, a people deep of speech beyond hearing, of a stammering tongue without understanding.
20Behold Zion, the city of our appointed time (moed); your eyes shall see Jerusalem a quiet habitation, a tent (ohel) that shall not be removed, whose stakes shall never be pulled up, and none of whose cords shall be broken.
21For there the majestic YHWH is for us, a place of rivers, streams broad of sides; no rowing galley shall go in it, and no mighty ship shall pass over it.
22For YHWH is our judge, YHWH is our statute-giver, YHWH is our king; he will save (yasha) us.
23Your cords are loosed; they do not hold firm the base of their mast, they have not spread the sail. Then is divided the prey of abundant spoil; the lame have plundered plunder.
24And no inhabitant shall say, "I am sick"; the people that dwell in it are forgiven of iniquity.
